DISCUSSION: The Director of the California Service Center denied the nonimmigrant visa petition and the Administrative Appeals Office (AAO) sustained a subsequent appeal, remanding the matter to the director for the entry of a new decision. Following further consideration of the petition, the director again issued a denial, which has been certified to the AAO for review. On March 21, 2006, the petitioner submitted a request for the appeal to be withdrawn.
