DISCUSSION: The approval of the nonimmigrant visa petition was revoked by the Director, Vermont Service 
Center, and is now before the Administrative Appeals Office (AAO) '
on appeal. Per the director's request, we 
will withdraw the director's decision and remand the matter for further action and consideration. 
ORDER: The director's decision is withdrawn and the matter is remanded to the director for issuance of a 
new decision on the merits, which, if adverse to the petitioner, is to be certified to the AAO for review.
