Decision Summary

The appeal was rejected because the underlying Form I-140 petition was not properly signed by the petitioner as required by regulation. The form was signed only by the petitioner's attorney, which is not permitted, rendering the petition improperly filed. The AAO concluded that because the petition was not properly filed, no further action could be taken on the appeal.
